Geography of the Consolidated Appropriations Act 2021

On the 21st December 2020, the United States Congress passed the Consolidated Appropriations Act 2021.

The act is a $2.3 trillion spending bill made up of:

– $1.4 trillion of omnibus spending
– $900 billion of stimulus relief for COVID-19

Determining Geographic Focus by Entity Extraction

Using the Senate amendments PDF, the spending bill was analysed with Oracle Text to extract all entities of type country, to determine which countries (other than the USA) were the focus of the bill.

Entity extraction is different from free text searching. Entities are mainly nouns and noun phrases looked up within dictionaries with associated rules. Entities include names, places, times, coded strings (such as phone numbers and zip codes), percentages, monetary amounts and many others.

The word cloud below highlights the geographic focus of the bill based upon counts of country entities.
