Scotland’s Councils Planning and Air Quality Management

Scottish Government recently published an improving air quality outcomes research report prepared by SLR Consulting Ltd in support of the development of the forthcoming National Planning Framework 4 (NPF4).

NPF4 will be the long-term spatial plan for Scotland that sets out where development and infrastructure is needed to support sustainable and inclusive growth. It is an incorporation of the existing NPF3 and Scottish Planning Policy (SPP). NPF4 now has a position statement and is open for consultation.

The report took into account the Adoption of Scottish Planning Policy in Local Development Plans research and the independent review of the current Cleaner Air for Scotland Strategy, the successor of which is currently in draft and open for consultation.

As part of the report, a review of Local Development Plans (LDP) was carried out to identify different approaches to managing air quality and the extent to which air quality management is represented within LDPs. This included identifying councils with and without specific air quality policies and/or other directly linked policies.

The map below takes data from Table 2.11a in the report and shows the current pre-NPF4 policy approach of Scotland’s councils toward air quality management within their LDP.
